This paper seeks to capture some of the issues that need to be addressed in the rulebook, and unpack the options for each issue, with the intention of catalyzing a discussion among Parties. This paper covers possible guiding principles for Article 6, and possible elements for text of both Article 6.2 and 6.4. It is intended as food-for-thought, to help Parties consider the issues, and define their own positions according to national interests.
