Issues and Options: Elements for text under Article 6

This paper seeks to capture some of the issues that need to be addressed in the rulebook, and unpack the options for each issue, with the intention of catalyzing a discussion among Parties. This paper covers possible guiding principles for Article 6, and possible elements for text of both Article 6.2 and 6.4. The views expressed in this paper are those of the authors, and they are not intended to represent a summary, consensus or elaboration from any specific meeting or discussion. It is intended as food-for-thought, to help Parties consider the issues, and define their own positions according to national interests.
